Minahasa Utara Regent Encourages Civil Servants to Participate in Lee Kuan Yew Senior Fellowship Program, Enhancing Bureaucracy Capacity

Minut — In an effort to enhance public service quality and push for better governance, the Regent of Minahasa Utara, Joune Ganda, has urged all Civil Servants (ASN) within the Minahasa Utara Regency Government to participate in the Lee Kuan Yew Senior Fellowship in Public Service Programme 2025. This prestigious program, organized by the Lee Kuan Yew School of Public Policy, National University of Singapore (NUS), offers ASN an opportunity to learn from world-renowned experts and leaders in public service, while building international networks.


“The participation of ASN in this program is a strategic step to strengthen bureaucratic competence and foster innovation in Minahasa Utara,” emphasized Regent Joune Ganda. “This program opens opportunities for ASN to gain global insights and build networks with world leaders, which will ultimately have a positive impact on the quality of public service in our region,” he added.

The Minahasa Utara Regency Government is fully committed to supporting ASN who meet the criteria to participate in this program, including facilitating administrative processes and coordinating with organizers. It is hoped that the knowledge and experience gained by participants can be implemented to strengthen bureaucratic reform and improve the quality of service to the community.

Registration Requirements and Conditions:

– Priority is given to Senior High-Ranking Officials and High-Ranking Officials. Administrator Officials or Expert Senior Officials are also allowed to register.

– Physically and mentally fit.

– Proficient in English, both oral and written.

– Active ASN status with relevant experience in the public sector.

– Having a track record of leadership and contributions to improving policies and public service.

– Obtaining recommendations from the head of the relevant agency or local government.

– Willing to participate in all program stages according to the schedule set by the organizers.

– Meeting administrative requirements and documents mandated in the selection process.

Registration and Selection:

– The deadline for this program registration is April 4, 2025.

– Registration and selection of participants are based on the offer letter from the Ministry of State Secretariat of the Republic of Indonesia regarding the Lee Kuan Yew Senior Fellowship in Public Service 2025.

– Prospective participants are required to attach the following administrative documents:

– Introduction letter from the head of each work unit.

– Curriculum vitae in English.

– Organizational structure showing the position of the prospective participant (in English).

– Higher Education Diploma from Foreign Universities/English Certificate with a minimum score of 450 (TOEFL ITP from ETS) or a band score of 5.0 (IELTS).

– All these documents must be uploaded through the KTLN website (https://ktln.setneg.go.id). Instructions for filling out the endorsement form can be found on the “Lee Kuan Yew Senior Fellowship in Public Service Programme (SF Programme) 2025” page on the KTLN website.

– Prospective participants must fill out and submit the nomination documents above through the KTLN website by the endorsement deadline. If there are any difficulties in the endorsement form filling process on the KTLN website, please contact via email at kstbilateral@setneg.go.id.

By encouraging ASN participation in global capacity building programs such as the Lee Kuan Yew Senior Fellowship in Public Service, Minahasa Utara Regency demonstrates its commitment to building outstanding human resources ready to face the challenges of governance in the modern era.
